Strategic Oversight:
- Provide expert guidance on public legislation and policy related to procurement, ensuring compliance with BBBEE and mining charter regulations.
- Collaborate with senior management to establish and implement effective procurement strategies, aligning departmental goals with company objectives.
Performance Monitoring & Reporting:
- Lead the oversight of BEE and community procurement performance, ensuring accurate monitoring and motivating continuous improvement initiatives.
- Supervise and facilitate legislative audits and reporting for mining charter compliance, ensuring timely submission and accuracy of data.
Procure to Pay Process Management:
- Oversee the entire procure-to-pay process, ensuring that all stages, including sourcing, adjudication, contract awards, and invoicing, are executed efficiently.
- Guarantee compliance and transparency throughout the tendering process, supervising the issuance of RFQs/RFIs/RFPs to reputable vendors.
Warehouse and Inventory Management:
- Lead management of warehouse operations, ensuring the accuracy of goods receipts and issuance, while promoting a safe and compliant storage environment.
- Oversee the implementation and accuracy of data entry processes into the SAP system for inventory management.
Budgeting and Cost Control:
- Manage procurement budget planning, facilitating optimal resource allocation, cost control, and analysis of procurement expenditures to identify savings opportunities.
- Review and negotiate contract terms with suppliers, ensuring favourable conditions and mutual agreement on pricing and duration.
Stakeholder Engagement:
- Foster strong relationships with internal business stakeholders, regularly reviewing their requirements to address concerns and facilitate effective collaboration.
- Exceed stakeholder expectations through transparent communication and commitment to high service standards.
People Management:
- Enforce the company’s Code of Conduct and address training needs for procurement team members to enhance performance and compliance.
- Create a positive team environment, promoting high performance and employee engagement while ensuring adherence to health and safety regulations.
Risk Management and Compliance:
- Conduct risk assessments to identify potential procurement risks, implementing corrective actions where necessary and reporting on compliance issues.
- Ensure adherence to company policies, procedures, and legislation in all procurement activities.
Performance Management:
- Monitor team performance against set objectives, ensuring routine safety and compliance activities are executed effectively.
- Manage employee schedules and responsibilities, ensuring operational efficiency and resource utilisation.
Vendor Relationship Management:
- Develop and maintain strategic partnerships with key suppliers, facilitating open communication and collaboration to enhance procurement efficiency and innovation.
- Regularly assess vendor performance metrics, implementing corrective actions or enhancements as needed to maintain service levels.
Sustainability Initiatives:
- Promote sustainable procurement practices by incorporating environmental considerations into supplier selection and contract management processes.
- Explore opportunities for social responsibility in procurement, emphasising local sourcing, in particular host communities, and support for small businesses.
Process Improvement:
- Continuously evaluate and improve procurement processes and systems, leveraging technology to enhance operational efficiency and data analysis.
- Implement best practices and innovative solutions in procurement methodologies to streamline operations and reduce costs.
Cross-Functional Collaboration:
- Collaborate with supply chain, finance, and operational teams to align procurement objectives with broader business goals.
- Ensure accurate capturing, amending and recording of vendors on the Financial Shared Service System (FSS).
- Participate in cross-functional projects and initiatives that require procurement input to drive organisational success.
Training and Development:
- Conduct workshops or training sessions for procurement staff on industry best practices, regulatory compliance, and negotiation strategies.
- Mentor junior procurement staff, fostering career development and enhancing the overall competency of the procurement team. Promote the training and development of team members and support career progression accordingly.
Market Analysis and Research:
- Monitor market trends and economic conditions that may impact procurement strategies, adjusting approaches as necessary to optimise purchasing decisions.
- Analyse supplier market capabilities and industry developments to inform strategic sourcing directions and decisions.
Crisis Management:
- Develop contingency plans to address potential supply chain disruptions, ensuring continuity of operations in times of crisis.
- Act as a point of contact for resolving procurement-related issues in emergencies, coordinating with relevant stakeholders to address challenges swiftly.
Compliance Audits:
- Lead internal and external compliance audits related to procurement activities, ensuring policies and procedures are adhered to and any gaps addressed.
- Report audit findings and implement recommendations for improvements to procurement processes or controls.
Multilingual Reporting and Localisation:
- Ensure effective communication and reporting with headquarters (HQ) in Mandarin, translating procurement-related reports, documents and policies from Mandarin to English and vice versa.
- Localise all procurement policies, and procedures to align with South African requirements and standards, ensuring clarity and compliance while maintaining the integrity of original content.
Additional Responsibilities:
- Adapt to changing priorities, showing flexibility in managing tasks and responsibilities.
- Support training for new procurement staff on policies and processes while upholding a commitment to safety in all operations.
- Assist in achieving HDSA/female targets for the department.
- Create employee schedules, assign schedules and responsibilities to employees, checking to see if these responsibilities and assignments are completed effectively.
- Ensure overtime and shift compliance of team in line with the BCEA.
- Any other responsibility that can be reasonably expected in this role / function.
Minimum requirements
Qualifications:
- Bachelor’s Degree / Diploma in Commerce, Economic or Supply Chain Management.
- CIPS Qualification.
- Project Management qualification advantageous.
- Valid Driver’s License.
Experience:
- Minimum 7 years’ experience as a Procurement Superintendent / Deputy Procurement Manager / Procurement Manager or similar role.
- Minimum 5 years’ experience in the Mining Industry.
- Extensive experience in implementing Supply Chain Local and BEE procurement transformation within a corporate environment.
- Experience in warehouse management, team management and leading projects.
- Experience in contract management and commercial negotiation.
- Experience setting up and establishing the procurement division of a mine.
Language Requirements:
- English: Fully Proficient.
- Mandarin: Fully Proficient.
- Sepedi: Verbally Proficient advantageous.
- Fanakalo: Verbally Proficient advantageous.
Knowledge & Skills:
- Advanced Computer Literacy (Microsoft Word, Excel, PowerPoint, Outlook).
- Proficient in Procurement Software (e.g., SAP).
- Comprehensive Understanding of South African Mining Legislation and regulations impacting procurement and compliance in the mining sector.
- Excellent understanding of South African black economic empowerment legislation including the Mining Charter, BEE codes of good practice (DMR & DTI), the BEE Act and BEE sectoral charters as it relates to preferential procurement is critical.
- Strong Interpersonal and Stakeholder Management Skills. Able to build and maintain relationships across departments and with external vendors such as Host Communities and Government Stakeholders.
- Proficient in negotiating contracts and managing supplier relationships effectively.
- Project Management Capabilities. Able to manage procurement projects and initiatives, ensuring alignment with strategic goals.
- Financial Acumen. Good understanding of budgeting, cost control, and identifying savings opportunities within procurement processes.
- Strong Analytical Skills. Able to assess market trends, conduct risk assessments, and analyse supplier performance.
- Problem-Solving Skills. Able to address procurement-related challenges swiftly and effectively.
Additional Requirements:
- Medically fit to work on an underground mine.
- Travel from Johannesburg to Mine Site at least once a month.
